NOTICE TO BIDDERS
SPRINGVIEW GOVERNMENT CENTER RENOVATION (PHASE II) RE-BID

Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 50 East Columbia Street, 5th Floor, P.O. Box 2639 Springfield, Ohio 45501, UNTIL THURSDAY, SEPTEMBER 19, 2013, AT 10:00 A.M. for the Springview Government Center Renovation Phase II Re-Bid, pursuant to the bid plans and specifications. The bid will be awarded to the lowest and best bidder.

The project includes selective demolition and renovation of approximately 9,100 S.F. of the lower floor level of an existing building used previously as a hospital and which is currently unoccupied. Generally, the scope of work includes installation of new finishes along with new plumbing, fire protection, mechanical and electrical systems throughout the designated work area. This renovated area is to be used for offices, storage areas and also includes a multi-purpose seating area with a warming kitchen.

PLEASE NOTE: BIDS DELIVERED/ RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED.

The estimate of probable cost for this project is $693,000.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and the Governor’s Executive Order 84-9 shall be required.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

A MANDATORY PRE-BID Meeting will be held AUGUST 28, 2013 10:00 A.M at 3130 E. Main Street, Springfield, Ohio 45505 in Conference Room 151. This will be the only opportunity for Contractor’s, bidding this project, to visit the site. The Architect and the Facilities Manager will remain at the building until all contractors are complete with their walk through. All Requests for Information (RFI) and questions must be e-mailed to . THREE ORIGINAL bids must be submitted to the Clerk’s Office, Board of County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio NO LATER THAN THURSDAY, SEPTEMBER 19, 2013, AT 10:00 A.M. Bids will be opened by the Clerk in public session at approximately 10:00 A.M. in the Public Chambers, 5TH Floor, 50 East Columbia Street, Springfield, Ohio. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as “Bid for the Springview Government Center Renovation Phase II Project”. The name and address of the bidder must also appear on the outside of the envelope.

Each bid must be accompanied by a bid guaranty in the form of either: a bond for the full amount of the bid; or a certified check or cashier’s check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. FAILURE TO SUBMIT A PROPER BOND WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in an amount equal to 100% of the contract price. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid.

The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 to 4115.16 and related requirements.

The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County’s financial requirements/tests, a copy of which are included in the bid documents.

Attention of the bidders is called to the following: Signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a Non-Discrimination Provision, an Affidavit in Compliance with ORC 3517.13, and Quality Contracting Standards, which are to be included and returned with the bid. Bidders must also meet the insurance requirements of the County. PLEASE NOTE: the County is exempt from all Federal, State, Local and/or Excise Taxes.

THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, OHIO RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS; AND THE BOARD ALSO RESERVES THE RIGHT TO WAIVE ANY DEFECT IN A BID WHICH DOES NOT MATERIALLY ALTER THE BID ITEM.
