EMA

Overview

The Clark County Emergency Management Agency (EMA) is authorized by Ohio Revised Code (5502.271) to coordinate and administer countywide all-hazards emergency management and disaster preparedness functions for the County and its political subdivisions.
Because disasters can happen anywhere at any time, emergency management is both a system and a process working through four phases:


Mitigation: Mitigation includes any activities that prevent an emergency, reduce the chance of an emergency happening, or reduce the damaging effects of unavoidable emergencies.

Preparedness: Preparedness includes plans or preparations made to save lives and to help response and rescue operations.

Response: Response includes actions taken to save lives and prevent further property damage in a disaster or emergency situation.

Recovery: Recovery includes actions taken to return to a normal or even safer situation following an emergency.

Hazard Analysis is the backbone of emergency planning.  Knowing the hazards, risks, and vulnerabilities of our community is necessary in order to properly plan, train, and exercise our response to those hazards.
Additionally, Clark County uses a committee approach to planning knowing that it is the planning process that is invaluable, building relationships as well as defining roles and responsibilities.

Resources

Disaster Assistance Resource Database

EMA maintains a database of pre-identified resources to assist first responders and community agencies in responding to and recovering from all kinds of emergencies and disasters. It provides EMA the ability to contact resources via established channels for expedited deployment to the incident.

National Incident Management System

NIMS is a comprehensive, national approach to incident management that is applicable at all jurisdictional levels and across functional disciplines, regardless of size, location or complexity.  NIMS improve coordination and cooperation between public and private entities in a variety of incident management activities and provide a common standard for overall incident management.
