Old Columbus Road OPWC Project Bid Date: March 26, 2010 Updated: Tuesday, May 25, 2010 Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 50 East Columbia Street, 5th Floor, P.O. Box 2639 Springfield, Ohio 45501, UNTIL FRIDAY, March 26, 2010, AT 3:00 P.M. for the Old Columbus Road OPWC Project CKU19, for Clark County, pursuant to the bid specifications. PLEASE NOTE: BIDS DELIVERED/RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 3:00 P.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. Plans, specifications, estimated quantities, and bid documents can be obtained at the Office of the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505, telephone (937) 521-1800. Specifications will also be on file in the plan rooms of McGraw-Hill Construction-Dodge as well as the Builder’s Exchange of Dayton. The cost (Non-refundable) for the plans and specifications is $25.00, payable to Johnathan A. Burr, Clark County Engineer. Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk’s Office, Board of County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio no later than, March 26, 2010, at 3:00 P.M. Bids will be opened by the Clerk in public session at approximately 3:00 P.M. in the Public Chambers, 5th Floor, 50 East Columbia Street, Springfield, Ohio. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as “Old Columbus Road OPWC Project CKU19”. The name and address of the bidder must also appear on the outside of the envelope. Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the applicable work classifications (WT 10, 16 & 39) being bid. Conditional bids will not be accepted. Each proposal shall contain the full name and address of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Clark County Commissioners intend and require that this project be completed in 60 calendar days, but no later than July 30, 2010. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, labor in the implementation of their project. Additionally, contractor compliance with equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Each bid for the OLD COLUMBUS ROAD OPWC PROJECT CKU19 must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check, shall be equal to 10% of the bid. Checks should be made payable to the Clark County Commissioners. Failure to submit a proper Bid Guaranty will automatically invalidate the bid! The successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County’s financial requirements/tests and quality contracting standards (included in the bid documents). Bidders must submit the following: Bid bond, Non-Discrimination Provision, Non-Collusion Affidavit, Personal Property Tax Statement, Quality Contracting Standards Certification, Declaration Regarding Material Assistance/Non-Assistance to a Terrorist Organization. The successful bidder must also submit a performance bond and meet the County’s insurance requirements (requirements are included in the bid package). Bidders must comply with Prevailing Wage rates on Public Improvements in Clark County, Ohio as determined by the Ohio Department of Commerce, Bureau of Labor & Worker Safety. Further details regarding these requirements are provided in the bid specifications. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the bid document.
