A Dynamic Approach to Emergency Management
Emergency management is a dynamic and ever-evolving process. Each disaster scenario is unique in its cause and impact. At the core of this process is the crucial role played by the EMA. It's our responsibility to anticipate the unexpected and safeguard our community's well-being.
Coordinating All-Encompassing Preparedness
Operating under the authority of the Ohio Revised Code, the Clark County EMA serves as the central hub for coordinating and overseeing all aspects of emergency management and disaster preparedness for Clark County and its diverse political subdivisions. We address a broad spectrum of potential threats, including natural and human-induced hazards, as well as the complexities of responding to acts of terrorism, firmly establishing our homeland security functions.
A Community-Centric Approach
We acknowledge that a government-centric approach is insufficient in the face of catastrophic incidents. The Whole Community approach to emergency management guides our actions. It emphasizes that the EMA is just one piece of a larger emergency management team. Collaboration and synergy are essential to meet the multifaceted needs of our entire community.
FEMA's 32 Core Capabilities
We align our capabilities with FEMA's 32 core capabilities, which encompass a comprehensive set of functions necessary for effective emergency management. These capabilities include planning, public information, operational coordination, community resilience, vulnerability reduction, risk assessment, threat identification, and much more. By integrating these core capabilities into our strategy, we are better prepared to address the unique and evolving challenges in Clark County.
