Ohio law requires the coroner to investigate any death in his or her county that: Is due to criminal activity or violence Is due to an accident Is due to suicide Occurs in a suspicious or unusual manner Occurs suddenly and unexpectedly in an apparently healthy individual In addition, all deaths of persons with developmental disability must be reported to the coroner. If circumstances warrant, the coroner may perform a formal investigation including autopsy. In addition, the County Board of Developmental Disability may request an autopsy.Coroner

Only a certified copy of a death certificate is valid for legal purposes. Certified copies can be obtained from: Clark County Combined Health District 529 E. Home Road Springfield, OH 45505 Phone: 937-390-5609 Certified copies are also available from the Ohio Department of Health and through a private vendor. Information is available at the ODH website (odh.ohio.gov/). Usually, the funeral director will obtain copies of the certificate for the family. Copies of autopsy and other reports are available following completion of our investigation. If requested, a copy of any or all reports will be provided to the deceased person’s next-of-kin at no charge. When only a limited examination has been performed, reports may be available within a few days. However when an autopsy has been performed, reports usually are not available for four to eight weeks. We will let you know when we expect the reports to be completed and, if you wish, will notify you when they are available. By Ohio law, reports of our findings are public records. In releasing these and other records, the Clark County Coroner’s Office follows the requirements of the Ohio Public Records Act and of Ohio Revised Code 313.10.Coroner

In order to construct a driveway on your property to access a county-maintained road, you will need to file a driveway permit with the Clark County engineer’s office. Once a permit has been submitted, you will need to make sure that the driveway location is marked.Engineers
Staff from the county engineer’s office will inspect the site and return the permit with requirements and recommendations, including whether or not a driveway culvert will be required. If a culvert is required you have two installation options. You may perform the installation privately (by yourself or by a contractor) or you may contact the county engineer’s office at 937-521-1800 to install your pipe.
If you elect the county to perform the work, you will be responsible for purchasing the pipe that is required. You will be responsible for contacting the county engineer’s office to schedule the installation. The county will not charge you for their work, but please be aware that the work will be scheduled at the county engineer’s convenience. -

Prosecutor

Felony cases are initially filed in the Clark County Municipal Court. The only court with jurisdiction to handle felony cases is the Clark County Common Pleas Court. A case is taken to Common Pleas Court after the initial charge by presenting the case to the grand jury. After an indictment is issued by the grand jury, the case is dismissed out of Municipal Court and transferred to Common Pleas Court. The newspaper and the Municipal Court website will report that the case was dismissed. While the case was dismissed out of Municipal Court, 90% of the time that case has actually been transferred to Common Pleas Court and is still open.Prosecutor

You should start by filing a report with the law enforcement jurisdiction where the crime occurred. (Springfield Police Division, Clark County Sheriff's Department, Enon Police Department, German Township Police Department, etc.) If the suspect is a juvenile you can come to the Clark County Prosecutor's Office and pick up a juvenile charge packet. When you complete the charge packet, the Clark County Prosecutor's Office will facilitate that packet being filed in the Clark County Juvenile Court.Prosecutor

There are two prosecutor's offices in Clark County. The Clark County Prosecutor's Office, and the City Prosecutor's Office. The Clark County Prosecutor's Office has jurisdiction over felony cases, felony traffic cases, and juvenile court. The City Prosecutor's Office has jurisdiction over misdemeanor cases and non-felony traffic cases. If a misdemeanor traffic accident occurs in Northridge, it will be handled by the City Prosecutor's Office. Conversely, if a felony burglary crime occurs in the City of Springfield, it will be handled by the Clark County Prosecutor's Office. The Clark County Utilities Department is located at 3130 E. Main St, in the Springview Government Center. We are across the street from the Cinema 10 Movie Theater in Springfield. When using a GPS to locate our office, you may need to use the address 3130 E. National Road because the street name was changed to E. Main Street several years ago but many GPS systems still list our address as E. National Road.Utilities

Bills are due monthly and are mailed 19 days before the due date. Bills are due on Monday, the due date may vary. See “Billing Info” page for district due dates. A delinquency charge of 5% will be added to your total charges if not paid by 4:30pm on the due date. Failure to receive bill does not waive penalty.Utilities

If you have purchased a new property, you will need to come into our office to sign up for service. We have a contract card that needs to be signed by the property owner. A final reading will need to be scheduled to start your service. If the water service is shut off at the property, someone will have to be at the home when the service is restored. If you are renting a property, we can set up your service over the phone. If the water service is off, someone will have to be at the home when the service is restored.Utilities

You can mail your payment using the remittance envelope included with your bill or you can pay in person at our office or in the night deposit box located in front of the building. You can also make arrangements with our office to have your payment deducted directly from your checking or savings account monthly through our ACH program. About 1,000 customers currently use this automatic payment option. You can pay your bill by credit/debit card or echeck using First Billing Services. Yes, but realize that your bank will mail us a check that may take up to a week to receive. The process is not an automatic deduction/payment process. Please account for the time it may take for your bank to send us a check when using this type of payment process. Also, please note your account number as a reference on the payment.Utilities

If you account is scheduled for disconnection, we recommend that you bring the payment into our office. We do not advise mailing the payment or scheduling a payment through your online bank service. An account is not considered paid until the payment has been received by our office. If you water service is disconnected, payment in full along with the delinquency fee must be paid in the office before service is restored. An adult will need to be home when the water service is restored. Any bills scheduled for disconnection must be paid by 2:30pm on the Tuesday before the disconnection date. If payment has not been received in our office by 2:30pm the account will be subject to a $30.00 delinquency fee.Utilities
