Below you will find information that might help you understand how to find things or learn about information you might need to know about your city or town.

  • The Clark County Utilities Department is located at 3130 E. Main St, in the Springview Government Center. We are across the street from the Cinema 10 Movie Theater in Springfield. When using a GPS to locate our office, you may need to use the address 3130 E. National Road because the street name was changed to E. Main Street several years ago but many GPS systems still list our address as E. National Road.

  • Bills are due monthly and are mailed 19 days before the due date. Bills are due on Monday, the due date may vary. See “Billing Info” page for district due dates. A delinquency charge of 5% will be added to your total charges if not paid by 4:30pm on the due date. Failure to receive bill does not waive penalty.

  • If you need to arrange a payment schedule, please do so prior to the due date of the bill. Disconnection information is printed on the bill. We will not make any arrangements on bills subject for disconnection and only payment in full in our office will prevent disconnection.

  • Call our office at least 48 hours before you move to schedule a "final" reading. A final bill will be sent to you at your new address.

  • If you have purchased a new property, you will need to come into our office to sign up for service. We have a contract card that needs to be signed by the property owner. A final reading will need to be scheduled to start your service. If the water service is shut off at the property, someone will have to be at the home when the service is restored. If you are renting a property, we can set up your service over the phone. If the water service is off, someone will have to be at the home when the service is restored.

  • If you experience a sewer problem and you are on our sewer system, please contact us first so that we can send a representative out to determine whether the problem is in the main line or your service lateral.

  • You can mail your payment using the remittance envelope included with your bill or you can pay in person at our office or in the night deposit box located in front of the building. You can also make arrangements with our office to have your payment deducted directly from your checking or savings account monthly through our ACH program. About 1,000 customers currently use this automatic payment option. You can pay your bill by credit/debit card or echeck using First Billing Services. Call 855-270-3592 to make your payment or you can call our office at 937-521-2150 and select option 1. You can also go to our website, www.clarkcountyohio.gov, and follow the link on our home page.

  • Yes, but realize that your bank will mail us a check that may take up to a week to receive. The process is not an automatic deduction/payment process. Please account for the time it may take for your bank to send us a check when using this type of payment process. Also, please note your account number as a reference on the payment.

  • If you account is scheduled for disconnection, we recommend that you bring the payment into our office. We do not advise mailing the payment or scheduling a payment through your online bank service. An account is not considered paid until the payment has been received by our office. If you water service is disconnected, payment in full along with the delinquency fee must be paid in the office before service is restored. An adult will need to be home when the water service is restored. Any bills scheduled for disconnection must be paid by 2:30pm on the Tuesday before the disconnection date. If payment has not been received in our office by 2:30pm the account will be subject to a $30.00 delinquency fee.

  • To report a broken water pipe, fire hydrant leak or a backed-up sewer, call us as soon as possible at (937) 521-2150 during regular business hours or at (937) 521-1800 for after-hours emergencies.
