NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about May 3rd the Clark County Board of
Commissioners will authorize the Springfield Metropolitan Housing Authority (SMHA)
to submit a request to HUD for the release of CFP funds, to undertake the
projects known as New Carlisle Properties, Sunny Land Properties, and Robert C
Henry Homes for the purpose of renovation and repair of single family, duplex,
3-unit row homes and a low rise 50 one bedroom units building owned by SMHA in
the greater New Carlisle/Springfield area. The projects estimated cost is $250,000.
The activities proposed comprise a project for which a
Finding of No Significant Impact on the environment was published on April 18th.
An Environmental Review Record (ERR) that documents the environmental
determinations for this project is on file at the Clark County Community and
Economic Development Department 3130 East Main Street, Suite 1A, Springfield,
Ohio and may be examined or copied weekdays 7:30 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written
comments on the ERR to the Clark County Community and Economic Development
Department 3130 East Main Street, Suite 1A, Springfield, Ohio. All comments received by May 2nd will be
considered by the Clark County Board of Commissioners prior to authorizing
submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The Clark County Board of Commissioners certifies to HUD that
Jennifer Hutchinson in her capacity as County Administrator consents to accept
the jurisdiction of the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process and that these
responsibilities have been satisfied. HUD’s approval of the certification satisfies its
responsibilities under NEPA and related laws and authorities and allows the Springfield
Metropolitan Housing Authority to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the
Clark County Board of Commissioners certification for a period of fifteen days
following the anticipated submission date or its actual receipt of the request
(whichever is later) only if they are on one of the following bases: (a) the
certification was not executed by the Certifying Officer of the Clark County
Board of Commissioners; (b) the Clark County Board of Commissioners has omitted
a step or failed to make a decision or finding required by HUD regulations at
24 CFR part 58; (c) the grant recipient or other participants in the
development process have committed funds, incurred costs or undertaken
activities not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR
Part 1504 has submitted a written finding that the project is unsatisfactory
from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the
required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD
office at 1350 Euclid Avenue Room 500, Cleveland, Ohio 44115. Potential objectors should contact HUD to
verify the actual last day of the objection period.
